Ease of Use. Our modernized permitting system is fully electronic and transparent. If any complications do arise, our team will work to quickly resolve the matter.
Fewer Hurdles. In 2023, the City Council directed staff to simplify the design review process, resulting in fewer projects needing design review, reduced public hearing requirements and more exempt projects.

The City has taken steps to ease development and continues to pursue additional actions.
Height Limit. Downtown zoning was increased to allow 4 stories (March 2024).
Reduced Barriers. To encourage business growth, the City is evaluating the approval process for various commercial business types and eliminate unnecessary restrictions or requirements. (Spring 2025).

Benicia boasts a 3,000-acre industrial park and port, as well as local-serving shopping centers and visitor-serving downtown and waterfront areas.
Regulations will be updated in 2025 to support the long-term use of the Port of Benicia, better supporting 21st-century manufacturing, including green energy, and encourage economic productivity and employment in our Industrial Park.
